The portal server needs a connection to the internet in order to receive weather related information. It is a server side connection. The information will be cached for all users for 60 minutes per default. You can change this interval at your discretion. The cache minimizes the traffic to a minimum.
You may have to maintain the respective proxy settings or bypass it altogether. Portal proxy settings are maintained in “System Administration > System Configuration > Service Configuration > Applications > com.sap.portal.ivs.httpservice > Services > Proxy”.
